2026-09-01 sync
The consolidated Part 3 (Track) now includes the 01.09.2026 amendments listed in the 2026-06-08 entry. This sync also brings in several track changes that entry did not mention, plus a re-upload of the certified riders' agents list.
Part 3 — Track Races
Consolidated text in force 01.09.2026
Earlier 01.09.2026 items, now in the consolidated text:
- Art. 3.4.007 — Confirmed: World Cup entry is now capped at 1 team per nation (was 2) in Team Sprint and Team Pursuit, for men and women.
- Art. 3.2.087 — Confirmed: incomplete Team Pursuit teams in qualifying are recorded as DNS, with no rank and no UCI points. They were disqualified before.
- Art. 3.2.017quinquies — Confirmed: a new article says sprints in all bunch events and the keirin follow the sprint-race rules. The older cross-references were removed: Arts. 3.2.030, 3.2.122, 3.2.141 and 3.2.165 are abrogated.
- Arts. 3.5.005 / 3.5.005bis — Confirmed: "special attempt" records are removed, so records may only be set in competition, except the Hour record. The 2-hour attempt window for other records is gone. If a recognised mishap happens in the first half-lap, an Hour attempt stops and restarts at once. A later mishap lets the attempt move to the next day.
- Art. 3.5.027 — Confirmed: Hour-record equipment must reach the UCI 30 days before the attempt (was 15).
- Art. 3.2.001 (correction) — The 17+ age limit and the rule letting 2nd-year juniors race U23/elite were already in the 01.07.2026 text, so they are not new. The actual 01.09.2026 change adds one rule: a rider may take part in only one category per event within a competition. This rule moves here from Art. 3.3.010ter.
Changes the earlier summary did not mention:
- Art. 3.4.007 — Substitute changes are now due to the commissaires' panel up to 30 minutes before the first session. A rider who is confirmed but does not start is sanctioned under Art. 1.2.055, unless the race doctor gives a medical certificate before the start. In that case a substitute may replace the rider, and the replaced rider is unfit to race for at least 48 hours. The sentence saying only the best-ranked team of a nation scores points was removed.
- Points Race (Art. 3.2.116) / Madison (Art. 3.2.157) — On 333.33 m tracks, sprints now come every 8 laps (was 5). Sprint counts in the distance tables are lower to match. Tracks longer than 333.33 m stay at every 5 laps.
- Arts. 3.2.092 / 3.2.151 — Team Pursuit and Team Sprint starts: holders may touch riders only with their hands. Any other contact or pushing means disqualification.
- Art. 3.2.014 — If a rider changes a bike or position after the check, the rider is now disqualified from the event and the rest of the competition. The equipment reference now runs to Art. 1.3.023.
- Arts. 3.2.016 / 3.2.139 — The start may be given by pistol or whistle, depending on the event rules. The keirin start is given by whistle.
- Art. 3.2.135 — At World Cups and World Championships, the keirin must include at least a 1st round, 1/4 finals, semi-finals, a final for places 7–12 and a final for places 1–6.
- Arts. 3.2.182 / 3.2.251ter — Scratch Race: a rider who does not finish is recorded under Art. 3.3.012. A rider who falls or cannot return in the final km is placed after the finishers, allowing for laps gained or lost (was: not placed).
- Art. 3.2.247bis — Omnium qualifying: the sentences placing non-qualifiers jointly last and leaving non-finishers unplaced were removed.
- Art. 3.10.003 — Madison: a warning now counts against both the rider and the team. A team with two warnings in one event is disqualified from it.
- Art. 3.5.007 — For Hour record attempts, nobody else may ride on the track in the hour before the attempt.
- Arts. 3.5.034 / 3.5.035 — The best hour performance behind a derny is abrogated.
- Art. 3.5.031 — The Hour distance formula now uses the last full lap after the bell is rung.
- Art. 3.6.072 — The safety zone must be a colour clearly different from the blue band.
- Arts. 3.6.083 / 3.6.083bis — The 200 m line must cross the full width of the track. A new 4 m white line 100 m before the finish gives the split time for the 200 m time trial.
- Arts. 3.3.008 / 3.3.010ter — Ranking prizes are now awarded by "the UCI" (was "the UCI Management Committee"). At national championships, the elite/U23 points rule now covers all "riders" (was "men").
UCI Certified Riders' Agents
- The list was re-uploaded with a new date, 04.08.2026 (was 31.07.2026). It now has an "Ordered by residence country" heading. The names are not in the converted text, so no additions or removals can be reported.
2026-08-01 sync
This sync brings in the consolidated Part 12 and Anti-Doping Tribunal rules (01.07.2026), a corrected copy of the Testing & Investigations Regulations, a new certified riders' agents list and a fuller ProSeries team list. Several outdated documents were also withdrawn.
Anti-doping, discipline & testing
Part 12 Discipline & Procedures — consolidated text, version 01.07.2026
- Replaces the 01.11.2025 version. The only rule changes are the 01.07.2026 amendments in the 2026-06-08 entry: Road Sub-Committee jurisdiction (Art. 12.5.004) and the CHF 1,000 fee for a reasoned decision (Art. 12.6.027).
- The separate 20.06.2025 amendments document was withdrawn. Its changes are already in the consolidated text: duty to cooperate (Arts. 12.2.013–12.2.015) and Arts. 12.4.003 / 12.4.003bis.
Anti-Doping Tribunal Procedural Rules — consolidated text, version 01.07.2026
- Replaces the 04.02.2021 version (it had been filed as "2023.01.01"). It contains only the 01.07.2026 amendments in the 2026-06-08 entry: Single Judge appointed by the Tribunal President (Art. 1(f)), and the UCI represented by the ITA and/or counsel the ITA appoints (Art. 11.3). The rules apply to proceedings started on or after 1 July 2026 (Art. 36).
Testing & Investigations Regulations (TIR) — re-uploaded
- The file posted last time as "05.06.2026" really contained the 20 February 2023 version. The new upload is the actual 5 June 2026 version. Apart from the version date, its text matches the old file: it already had the 60-minute blood-sampling wait and the 4-week altitude look-back (Annex D.3.1(c), Annex I.2). No further rule changes.
Other documents
New: UCI Certified Riders' Agents list (31.07.2026)
- New list of people who passed the UCI riders' agent exam. They still need a licence from their national federation to work as agents. People exempt from the exam under Art. 4 of the agent regulations are not listed. (The names are images in the source PDF, so the list itself cannot be read here.)
UCI ProSeries participation — Continental Teams (Art. 2.1.005), 30.07.2026
- Replaces the 17.06.2026 list. The old copy only showed teams A–Q; the rest were an image. The new list is readable through XDS Astana Development Team (about 105 teams).
- Added: Airtox - Carl Ras (Denmark). No team from the old list was removed. Teams R–X cannot be compared, because they were not readable before. Every team listed may race ProSeries events from 28.01.2026.
Withdrawn / superseded
- Part 1 — full text "in force 01.07.2026" was removed. No consolidated Part 1 text is left. Part 1 is now covered only by its amendment and rule-change documents (01.01.2026, 01.02.2026, 01.07.2026, 07.09.2027, 01.01.2028).
- Ad Hoc Rules (version 01.01.2024) was removed and replaced by the 01.07.2026 Ad Hoc Rules in the 2026-06-27 entry.
2026-07-01 sync
New consolidated texts of Parts 2, 3 and 8 now include the amendments in force 01.07.2026. Most were in the 2026-06-08 entry, but Part 2 has several changes that entry missed.
Part 2 — Road Races
Consolidated text in force 01.07.2026 (replaces the 06.02.2026 version)
- Already summarised, now in the text — Art. 2.1.007 (23 teams at each Grand Tour for 2026–2028; the 2024/2025 transition wording is removed), Art. 2.2.024 and new 2.2.025bis (radio unit size, jersey pockets), Art. 2.2.040 (automatic suspension of drivers/passengers) and Art. 2.6.007 (junior stage races up to 5 days). "Fax" is replaced by email/internet in Arts. 2.2.049, 2.2.080, 2.2.085, 2.6.035 and the model bank guarantee (2.17.029).
- Art. 2.1.006 — New sentence: WU races are open only to riders in the WU category.
- Art. 2.2.001 — In Women Junior (WJ) events, at most 2 riders from a club team may take part in the same event as members of their national teams.
- Art. 2.2.017 — The 300 m / 100 m barrier zone rules were already in the text. New: the finishing straight should be as long as possible, at least 200 m.
- Art. 2.2.042 — The Disciplinary Commission's power to add sanctions now also refers to Art. 2.2.040.
- Art. 2.3.025 — Feeding riders from team cars in feed zones signposted by the organiser is forbidden.
- Art. 2.3.030 — Stationary mechanical checks must be done on the side of the road where vehicles travel.
- Art. 2.6.034 — Team-car order now uses the Men's/Women's individual UCI World ranking. The footnote that used last season's final ranking for the first Women's WorldTour event is removed.
- Art. 2.12.007 (race incidents table) — New rows for a non-compliant bicycle accessory (2.9) and a non-compliant accessory worn by the rider (3.2.2):
- Rider: CHF 200/100/50 fine plus 20/10/5 UCI points or a one-place relegation. In stage races, a 10-second penalty is also an option.
- Team: CHF 500/250/150 fine per rider.
- Matching time-trial rows 9.1.3/9.1.4 give the fine plus points or a 10-second penalty.
- A note says excluded drivers/passengers in WorldTour, Women's WorldTour and ProSeries events get the automatic suspension of Art. 2.2.040.
- Annex D (Riders' Agent Regulations) — Now also covers UCI Women's WorldTeams and Women's ProTeams, not only men's WorldTeams/ProTeams (Introduction, Arts. 1–4).
Part 3 — Track Races
Consolidated text in force 01.07.2026 (replaces the 01.01.2026 version)
- Already summarised, now in the text — Art. 3.10.008: new penalty rows for a non-compliant bicycle accessory (2.6.1) and a rider-worn accessory (3.2.1), and no world record if such an accessory was used.
- No other substantive changes found. The other differences are conversion noise (table layout, ordinal formatting).
Part 8 — Indoor Cycling
Consolidated text in force 01.07.2026 (replaces the 01.02.2026 version)
- Already summarised, now in the text — Art. 8.7.043 (cycle-ball U23 age limit 22) and Art. 8.11.001 (revised World Championships Elite-league schedule).
- No other substantive changes found. The other differences are conversion noise (figure-table layout, page footers).
2026-06-27 sync
UCI reissued the Russia ad hoc rules and Annex 1 as clean texts, replacing the tracked-change memoranda. The clean rules drop the ban on Russian national and mixed teams. Updated organiser directives confirm that the Belarus restrictions are lifted. The 01.09.2026 Track amendments memo was withdrawn.
Ad Hoc Rules — Russia / Belarus measures
Version on 01.07.2026 (replaces the 1.07.2026 amendment memorandum)
- §4 (Participation) — The ban on Russian national teams is gone. So is the ban on Russian riders in team-classification events or as a mixed team. Russian riders may now race individual or team events as Individual Neutral Athletes, or with their UCI or club team where the regulations allow it. UEC European Championships are now named in the scope.
- §6 — Individual Neutral Athlete status must be granted by the UCI before registration. Riders and support staff now need it only for Elite and Under 23.
- §7 (Juniors) — Juniors still don't need neutral status, but they must follow the Rules and Annex 1. A breach now bars the rider or staff member from UEC European Championships, UCI World Cups and UCI World Championships. It also bars the Russian federation from registering them for any International Calendar event. The old wording only let the UCI refuse registration or the start, or disqualify.
- §8 — Riders in UCI Youth and Masters events (Granfondo, Gravel amateur, BMX Challenge, Masters Worlds, Trial Youth Games…) don't need neutral status. A breach brings the same ban as for juniors.
Annex 1 — Version on 01.07.2026
- The "National teams" section is removed. Neutral-status applications are now required only for Elite and Under 23; the old text said "except for the Junior category". The rule that a rider may compete only after UCI confirmation now sits in §6 of the Rules. The rest of the substance matches the 2026-06-08 entry.
- The 1.1.2024 version of Annex 1 was withdrawn from the UCI site.
Directives for organisers (updated, in force 01.07.2026)
- Replaces the March 2022 directives. Russian riders may race together in team-format events (Madison, Team Sprint, Team Pursuit, Team Time Trial, Team Relay, Mixed Team Relay, etc.) across the International Calendar.
- Russian juniors and their support staff may enter Junior events, including World Cups, Worlds and Euros, without neutral status. They must still take part neutrally.
- A junior entering U23 or Elite World Cups, Worlds or Euros still needs neutral status.
- The rules on distinctive signs for Russia stay in place: no RUS name, flag or acronym, a white flag or no flag, Ode to Joy as the anthem, and results uploaded to DataRide still use the RUS code.
- Belarus — All 2022 restrictions on participation and protocol are lifted. Belarusian riders, teams and national teams fall under the standard UCI Regulations.
Part 2 — Road Races (team lists)
- Art. 2.2.001 (Road teams' participation) — Reissued, dated 26 June 2026,
even though the file name reads "20032026". The source now has a text table
of linked teams that may not race the same event. It covers WorldTeams,
ProTeams, Women's WorldTeams and ProTeams, and Continental teams with their
development teams;
*marks teams under Art. 2.1.005bis. The earlier version held its table only as images, so team-level changes can't be compared. - Art. 2.1.005 (Continental teams in ProSeries) — List reissued, dated 17 June 2026, replacing 13 May 2026. Part of the eligible-team table is now text. Teams listed there are authorised from 28.01.2026. The earlier list was images only, so additions can't be confirmed.
- Junior development teams, 2026 (Art. 2.1.004bis) — The list dated 9 April 2026 was withdrawn from the UCI site, and no replacement was published in this sync.
Part 3 — Track Races
- Amendments 01.09.2026 — The memorandum dated 8 June 2026 was withdrawn from the UCI site, and no replacement came in this sync. It held the 17+ age rule, the World/Hour record changes, the World Cup team caps and the sprint changes in the 2026-06-08 entry. The 01.07.2026 and 01.01.2028 amendment docs are still published.
2026-06-08 sync
Part 1 — General Organisation
In force 01.07.2026
- Art. 1.2.029 — National road championship results must be submitted via UCI DataRide within two days of the event; late results are excluded from the UCI classification.

Rule changes for 01.01.2028
- New Art. 1.3.006bis (Onboard technology) — Comprehensive new rule on data-capturing/transmitting devices: positioning, image, mechanical (power, speed, cadence, tyre pressure…) and limited physiological data (heart rate, body temperature — viewable only by the rider) are allowed; in-competition capture of metabolic data such as glucose or lactate is prohibited. Image devices must generally be bike-mounted (not worn) and need organiser approval. Head units capped at 126 × 71 mm, only four mount types permitted.
- Art. 1.3.018 (Wheels & tyres) — New wheel "Approval Protocol": all road/track/cyclo-cross wheels need UCI approval unless they meet "traditional wheel" criteria. Mass-start rims capped at 65 mm height (≥12 spokes); road/track inflated wheel diameter max 700 mm; cyclo-cross tyre width max 33 mm (no spikes/studs); wheels must pass ISO 4210-2:2023 impact testing.
Part 2 — Road Races
Amendments 01.07.2026
- Art. 2.1.005bis / 2.1.007 — Grand Tour wild cards restricted to the 30 best-ranked teams; for 2026–2028 wild cards allocated so 23 teams start each Grand Tour. ProTeams taking an obligatory Grand Tour invitation pay the WorldTeam biological-passport contribution.
- Art. 2.2.017 — Codifies a protected finish zone (≥300 m before / 100 m after the line); continuous weighted barriers required, lightweight/plastic barriers banned.
- Art. 2.2.024 + new 2.2.025bis — Maximum size for rider race-radio units (150 × 60 × 35 mm); jersey pockets must be on the back, with a front pocket allowed only to hold the radio.
- Art. 2.2.040 — Driver/passenger exclusions changed to an automatic suspension until the next event in the series (or 7 days, whichever is shorter).
- Art. 2.6.007 / 2.6.034 — Junior world-circuit stage races extended from a maximum of 4 to 5 days.
- Modernisation throughout — all "fax" references replaced with email/internet.
Amendments 01.09.2026
- New Chapter XIV §1 (Arts. 2.14.001–2.14.019) — Creates a single combined UCI Junior Road Nations Cup (men + women), replacing the separate men's and women's competitions (former §3/§4 abrogated). Each event must include both a Men Junior and Women Junior race.
- Art. 2.14.007 — Junior Road Nations Cup teams reduced to a maximum of 5 riders (minimum 4 to start).
- Art. 2.14.016 — Grand Final is a stage race of at least 5 days, with continental qualification quotas.
Amendments 01.01.2027
- Art. 2.2.015 — Event safety manager must hold a (non-expiring) UCI certification, be identifiable by uniform/badge, be named in the technical guide, and attend the UCI's annual meeting. Consolidates course-marking and unpaved-road conditions.
- New Art. 2.12.003bis (Yellow cards) — Yellow cards extended to WorldTour, Women's WorldTour, ProSeries, Class 1, Olympics, Worlds and Continental Championships; CHF 2,000 fine if the team fails to identify the responsible person.
Part 3 — Track Races
Amendments 01.07.2026
- Art. 3.10.008 — Race-incident penalty table restructured into three columns by event level; new fines for non-compliant bicycle accessories (2.6.1) and rider-worn accessories (3.2.1): CHF 200/100/50 plus ranking-point loss or one-place relegation. No world record recognised if a non-compliant accessory was used.
Amendments 01.09.2026
- Art. 3.2.001 — Only riders aged 17+ may race internationally; 2nd-year juniors may enter U23/elite events. (Correction: these were already in force 01.07.2026; the 01.09.2026 change is the one-category-per-event rule — see the 2026-09-01 entry.)
- World/Hour records (Art. 3.5.005 ff.) — "Special attempt" records eliminated, equipment must be submitted 30 days (was 15) ahead, and a new Hour-record mishap-restart procedure introduced.
- Art. 3.4.007 — World Cup national-team entry capped at 1 team (was 2) in Team Sprint and Team Pursuit.

- Art. 3.8.003 — Updated Class 1/Class 2 calendar criteria: minimum events, minimum nations (4 / 3) and minimum riders per event.
Part 5 — Cyclo-cross
The source labels these "Part IV Cyclo-cross", but they are Cyclo-cross changes.
Rule changes 2026 (in force 01.07.2026)
- Art. 5.1.008bis — First-aid requirements rewritten: drops the ambulance/doctor mandate in favour of ≥1 first-aid post and ≥4 first-aid qualified people per competition; medical coverage now mandatory at all official training sessions.

- Arts. 5.1.001 / 5.1.004 / 5.1.048 — Women Junior become a standalone category: they no longer race with Women Elite, Class 1/2 organisers must run a Women Junior race, and new race durations are set (Women Junior 40 min, U23 45, Elite 50).
- Arts. 5.2.001 ff. — Women Junior get their own ranking; junior best-results point-counting limits now apply to both men's and women's juniors.
