Chapter I LICENCE-HOLDERS
§ 1 Licences

1.1.006 ter For Road discipline, each National Federation must set out in its regulations the provisions applicable to a rider's change of club during the season. These provisions must cover at least the following points:

the maximum number of club changes permitted within a single season;
-
the procedure to be followed to carry out the change, including the applicable deadlines and, where relevant, the periods during which a change is permitted;
-
the supporting documents and evidence required to validate the change;
-
the specific conditions applicable where the change involves at least one club affiliated to another National Federation;
-
the prior agreement of both the club being left and the new club;
-
the effective updating, following the change, of the name of the club shown on the rider's licence.

§ 2 Categories of riders
Cycling for all
- 1.1.039 A cycling for all licence is issued to the cyclists practising cycling as a leisure activity. This licence shall give access only to events on the cycling for all and gravel calendars.

Chapter II RACES
§ 2 Commissaires' panel
- 1.2.116 The commissaires' panel shall comprise commissaires appointed as per article 1.1.070. The number and status of the commissaires to be appointed for each race shall be as indicated in the tables below. Where applicable, and subject to availability, the panel should represent both genders and the following order of priority should be respected by the national federation when appointing
commissaires: international commissaire, elite national commissaire (for Road, Track, MTB, BMX Racing and BMX Freestyle), national commissaire:
